2007年中秋之后，由于十一和中共十七大，陈光诚的妻子袁伟静都被封锁在自家所在的
沂南县东师古村，连买换季衣服、探望母亲、前往医院的权利都被山东政法委非法剥
夺。中共十七大在10月21日正式结束，22日新的中共中央政治局常委亮相，在压制人权
方面臭名昭著的公安部部长周永康升职为中共中央政法委书记，顶替因年龄届满的罗
干。10月23日星期二是本月探视陈光诚的时间。早晨7：30，袁伟静及2岁女儿陈克斯、
光诚大哥陈光福和光诚母亲，一起出发要去临沂监狱探望陈光诚。出门就被当地基层的
政府人员拦截，对方声称不让袁伟静前往临沂探视陈光诚。今年2月陈光诚正式被羁押
在临沂监狱服刑，5月28日袁伟静解除了所谓的"监视居住"，她完全是自由人。这种
在自由人的身份下袁伟静被当地政府非法拦阻探视光诚还是第一次。
拦截者声称没有理由，只是听从上级领导的安排。14个人拦截袁伟静去路。陈光诚的大
哥陈光福怒斥对方既非法又无理。之后政府人员甚至拦阻陈光诚母亲和陈光福上车，对
方理由居然是因为陈光福他们没有把袁伟静送回家。陈光诚的母亲很焦急，最后把家里
钥匙交给了袁伟静，嘱咐她回家。袁伟静虽和政府人员几度据理力争，但无奈对方人
多，而且如果她不回家，那么陈光诚的母亲和哥哥也走不了。最后袁伟静只好把两岁的
克斯交给母亲，自己独自回家。她向自己的律师莫少平咨询，并按照律师的建议打电话
报警。
十七大尘埃落定，袁伟静的状况没有丝毫改善，尤其看病的权利被剥夺致使她非常痛
苦，身体健康受到很大影响。袁伟静正写一封信给胡锦涛和温家宝，坦陈黑暗司法给陈
光诚一家造成的侵害。也再次呼吁他们能让政法部门停止违法侵权，释放光诚。
上午10：20陈光福一行在临沂监狱见到了陈光诚，整个会见持续了25分钟。监狱监区的
王区长一直站在陈光诚背后监听。陈光福看到陈光诚精神状态很好，并且这次刚理了
发，是平头。陈光诚介绍说这次理发是监区负责人安排，命令按照陈光诚的意愿理发。
6月17日监狱方曾因理发方面疏于管理造成光诚被七八个服刑人员殴打受伤，国际社会
对光诚在狱中遭虐待给予了关注。这次可能当局吸取了教训。陈光诚对这一段时间的改
善表示肯定。
临沂监狱中传言陈光诚不久将被放回家，但以何种名目不详。陈光福没有向陈光诚确认
这是服刑人员还是监狱方的传闻，陈光诚自己和家人都不信这类说法，准备共同度过4
年零3个月的刑期。
陈光诚还介绍，监狱方没有让他收听有关中共十七大的新闻，不过，他本人对此也不感
兴趣。他向陈光福询问了外面的社会大环境，并且很关注高智晟律师和郭飞雄的情况。
陈光福向他解释，高智晟从9月22日就再度失踪，郭飞雄的案件经历了一年多还在被政
法系统几次三番拖延，至今尚无宣判结果。光诚斥责政法部门为"流氓"。他请陈光福
转告李劲松律师和莫少平律师，该做的控告、申诉等司法努力继续进行。对于其他朋
友，光诚也嘱托大家好好维权，该做什么继续做，该揭露的继续揭露。
