20世纪90年代中期，黑龙江富锦地区曾经以对韩国商人招商引资的名义征用57万亩土地，从来没有得到国家批示。后来韩国人没有兑现任何承诺，此项目不了了之。但土地却流入了富锦市政府手中层层转包，一直没有按国家政策退还给百姓。现在富锦农民公开起来讨要土地，大面积罢免村官。富锦政府部门占用土地是为了当地党政官员中饱私囊，并且还可以拿部分巨额所得来贿赂上级部门或纪检机构。在中国各地，此类型的强占土地案件数不胜数。而黑龙江的维权人士杨春林就曾为57万亩土地的4万多失地农民收集上万签名，并喊出“要人权不要奥运”。现在杨春林仍然以涉嫌“煽动颠覆国家政权”的罪名被羁押在佳木斯市黑通看守所。另两位农民代表王桂林和于长武也被分别关押了27天。
黑龙江省富锦市征用了并荒废了大面积的良田。当年富锦政府以欺上瞒下的手段征用长安镇东南岗村的996公顷土地，而这块土地甚至根本就没在当初的招商引资规划中，完全是被骗取的。而且一分钱土地补偿也没有给过村民。近日东南岗村八九百村民已经集体罢免了村长，大家决定于2007年12月3日星期一上午9：00开始分地，分回本来就属于自己的996公顷土地，这些土地已经被政府非法强占了13年。
东南岗村的村民依据《农村组织法》和《国务院农村集体工作通知》，有权合理利用村中的固定资产。而富锦政府违法已久，始终拿不出合理的批文，所以老百姓要集体分地，让这些良田恢复耕种。失地农民委托温荣律师介入此案，据当地村民介绍，富锦市已经拿出1500万前往北京贿赂温荣律师。
按照村民的决议，今天每个有户口的东南岗村民都有会平均分到一份土地。而12月2日富锦政府已经发布通告，威胁抓捕以于长武为代表的维权村民。呼吁各界关注东南岗村依法维权者。
